Montenegro Citizenship by Investment
The Montenegro Citizenship by Investment Program was introduced by the Government of Montenegro to attract foreign investment and boost economic growth. The program enables individuals to obtain Montenegrin citizenship by making a significant investment in approved development projects and contributing to a government-designated fund aimed at supporting underdeveloped regions. Applicants and their families are granted citizenship following a rigorous vetting and due diligence process.

Requirements for Montenegrin Citizenship by Investment
To qualify, applicants must be over 18 years old and fulfill the following requirements:
- Investment in Development Projects
- EUR 450,000 in development projects located in Podgorica or coastal regions.
- EUR 250,000 in development projects in northern or central Montenegro (excluding Podgorica).
- Government Contribution
- EUR 200,000 per application, allocated as follows:
- EUR 100,000 to a special fund for advancing underdeveloped areas.
- EUR 100,000 to the Innovation Fund of Montenegro.

Procedures and Time Frame
Applications are submitted through officially accredited agents such as Henley & Partners. The processing time for applications is approximately eight to ten months, once received by the relevant government department.
Dual Citizenship
Successful applicants are exempt from Montenegro’s usual restrictions on dual citizenship, as outlined in Article 8 of the Montenegrin citizenship law. Article 12 allows for exceptional citizenship grants based on significant contributions, including economic investments.
